Yes!
This project appears to be free and open source software.

Details

The project is provided under an AGPLv3 license.

The project license was a change from MIT, where the project owner noted:

We are committed to keeping AliasVault fully open and transparent — it’s one of our core promises — while also protecting the project’s values and future to make it sustainable in the long term.

There has been indication of potential future dual licensing based on this thread:

Dual licensing available. For commercial use without open-sourcing changes, you can purchase a commercial license.

And there has been indication of potential future “Premium Hosted Features” shown on their roadmap. That said, they have removed relicensing right handover requirements (via a CLA) for contributors, which would make dual-licensing and non-AGPLv3 features harder to add as the project gains more external contributors over time.

The project appears to receive donations. There is an officially hosted version of the application, although it’s not clear if there’s paid elements to this without signing up. As referenced above, the project has looked to potentially implement commercial licensing options and “Premium Hosted Features”.
