The source for FreeFileSync downloads is provided under a GPLv3 license, but with the following addition:
The FreeFileSync standard and Donation Edition
are for **private use** only:

This also applies to government organizations.
In their FAQ they also state:
No, the standard version of FreeFileSync and the Donation Edition are allowed for private use only.
This is a misrepresentation of the rights of the GPLv3 license the software is providing under and, if expected to be adhered to, in conflict with their own GPLv3 license.
This was directly queried in their forum without official response, although in another thread the author notes:
As the author and copyright owner it is my right to add exceptions to the GPL license as I see fit.
While exceptions can be functionally made via certain configurations of licensing, the way it’s done here presents compatibility issues between their added rules and the GPLv3 text.
The project markets itself as open source, including via multiple ways on its homepage.
The project appears to be funded from paid versions, advertising, as well as accepting donations.
