The project is provided under mostly under an MIT Expat license with some parts of the project being under other licenses, including a non-FOSS GitLab Enterprise Edition (EE) license.
The non-FOSS code does not appear to rely on the FOSS code, although this is based on limited spot checking.
The project provides a FOSS-only mirror of the sources.
The project appears to provide separate “CE” & “EE” packages and container images, which are references in the main paths for those install methods.
The project doesn’t really appear to reference itself as open source in general across the most significant top-level pages of its website, with either mentions being related to their history or being “open core”, or specifically referring to the CE offering. The project does however refer to itself as open source in general in their (non-FOSS-specific) GitLab project description, and within their readme it states:

The project appears to have raised over $413m in funding from investors which include Adage Capital Management, Alkeon Capital, Altimeter Capital, Capital Group, Coatue Management, D1 Capital Partners, Franklin Templeton, Light Street Capital, Tiger Management Corp., Two Sigma Investments, Iconiq, GV, August Capital, Khosla Ventures and YC.
They also appear to gain revenue from selling the software at different tiers, and from providing it as a service.
