is it really FOSS?

LibreOffice

An office suite

Yes, but...
This project appears to be FOSS but minor issues were found.

Details

The project is primarily provided under a Mozilla Public License v2.0, although the sources are comprised of many other licenses including the LGPLv3 and Apache license.

In the core source files, a GPLv3 license can be found in the top-level COPYING file. Also included are various source files which are under the GPLv3, some seemingly being from external sources:

The (non-lesser) GPLv3 license is not mentioned on the project’s Licenses page.

The license file, and existence of GPLv3 files, was queried on their forum without solid confirmation. This was then queried via email but unfortunately they were not able to clarify the licensing stating:

Given the specifics of your question, we cannot give a binding reply. For a proper analysis, we recommend to ask a lawyer with expertise in licensing and copyright, who could advise you what’s best to do.

Therefore we were unable to confirm that their use of GPLv3 code/content does not create a license compatibility or representation concern.

The project is managed by The Document Foundation, a charitable Foundation under German law. The project & foundation appear to gain revenue from donations and from selling the software on app stores.
